Charter of the El Presidio Neighborhood Association
This association is formed to preserve, protect, and promote the oldest residential neighborhood of Tucson, Arizona, by:
Encouraging preservation of historic sites and structures in their original settings.
Providing a forum for neighborhood concerns.
Retaining a functional mix of residential and commercial uses.
Representing the opinions and decisions of the neighborhood.
Encouraging continued residential use of existing residential buildings.
ARTICLE I. NAME AND BOUNDARIES
This neighborhood association shall be known as the El Presidio Neighborhood Association. And the area which shall be defined as the El Presidio Neighborhood is the area bounded on the north by St. Mary¹s Road, on the east by N. Stone Avenue, on the south by W. Alameda, and on the west by Interstate 10.
ARTICLE II. PURPOSES
1. The purposes for which this association is formed are to represent the Neighborhood, to maintain and enhance its ambient qualities, and to ensure that it continues to develop as a quality residential neighborhood.
2. To protect designation as a historic district on the National Register of Historic Places.
3. To advocate the revitalization and preservation of innercity residential neighborhoods of Tucson, Arizona.
4. To encourage development of architecturally compatible buildings where open land exists in accordance with the character of the neighborhood.
5. To prevent incompatible property uses and zones throughout the neighborhood.
6. To protect and preserve Davis School, in order to encourage residential development.
7. To provide for and encourage desirable neighborhood improvements, both public and private.
8. To encourage the establishment of businesses and services in the area which are compatible with the residential character of the neighborhood and to promote the existing businesses of the neighborhood.
9. To create and participate in programs for social and human growth and development in the neighborhood.
10. To inform all residents and property owners of the El Presidio area about neighborhood concerns.
11. To maintain a liaison with other neighborhood associations, especially those within the innercity.
ARTICLE III. MEMBERSHIP
1. The membership of this association shall be composed of two categories: Voting Members and Associate Members, as reflected in the bylaws.
2. Voting rights shall be defined in the bylaws.
ARTICLE IV. OFFICERS
1. The officers of the association shall be as follows: a President, a VicePresident, a Secretary, and a Treasurer. Only voting members in good standing of the association shall be officers.
2. The duties of the officers shall be provided in the bylaws.
3. The affairs of the association shall be conducted by a Neighborhood Council. The number of members, manner of their election, and their powers and duties shall be prescribed in the bylaws.
ARTICLE V. BYLAWS
Bylaws shall be adopted at the organizational meeting called for this purpose and thereafter may be amended by the Neighborhood Council.
ARTICLE VI. PARLIAMENTARY AUTHORITY
The rules contained in the current edition of Robert¹s Rules of Order shall govern the association in all cases to which they are applicable, and except in which they are not consistent with the Charter and Bylaws and any special rules of order the association may adopt.
ARTICLE VII. MEETINGS
There shall be an annual meeting in February whose date, time and place shall be set by the Neighborhood Council.
ARTICLE VIII. AMENDMENT OF CHARTER
This Charter may be amended by a twothirds vote of the Voting Members present at the meeting called for this purpose Ten (10) days written notice must be given to all members.
ARTICLE IX. DISSOLUTION OF ASSOCIATION
This association may be dissolved by a majority of Voting Members present at a meeting called for this purpose. Ten (10) days written notice must be given to all members. Any assets of the association may be transferred to a successor organization of such other nonprofit organization as designated by the Voting Members at the time of dissolution.
ARTICLE X. ADOPTION OF CHARTER
This Charter shall be adopted at an organizational meeting called for that purpose by a majority vote of those present.
Amended and approved by a twothirds majority of Voting Members on May 8, 2007.
